Legislation Regarding the Regulation of Participatory Budgeting Experiences
- Article 139 of the Tunisian Constitution of 27 June 2014;
- Article 29 of the Local Authorities code promulgated by the organic law on 29 of May 9, 2018;
- Ministerial decree of the Ministry of Local Affairs, and law May 2018 compelling municipalities to involve citizens in all their investments;
- Decree no. 2014-3505 of September 30, 2014, setting the conditions for granting loans and subsidies by the Local Authority Loans and Support Fund.
Outstanding Innovations
Since the Participatory Budgeting applies only to basic infrastructure budgets, and since the law of May 2018 (Local Government Code, Article 29) obliges municipalities to involve citizens in all their investments, we have developed and implemented a participatory mechanism that applies at the level of municipal commissions that carry out structuring municipal projects (culture, economy, etc.).

Main Trends of PB in the Country During the Pandemic
Several municipalities reduce their budgets open to citizen participation in order to devote more resources to the purchase of anti-COVID material and reduce the delays of old projects decided in the previous editions of the Participatory Budgeting processes.
It is also planned to choose citizen participation headings that concern the strengthening of urban resilience.

The Action Associative and the expertise office (LOCAL & GLOBAL) have developed 3 participatory mechanisms:
- Participatory Budgeting (PB);
- Participatory Diagnosis (PD): it allows to establish a 5-year investment planning;
- Participatory Decisions of the Commissions (PCD): it allows citizens and associations to participate while respecting the responsibility of the municipal council in its annual programming of structuring projects emanating from the municipal commissions (culture, economy, youth, sport, etc.).
